Steering Committee Minutes

The meeting began at 10:30 a.m. The following persons were present:

Guests and committee representatives were recognized and welcomed to the meeting by Walt Sears, Jr.

By consensus, the minutes of the November 17, 2005 meeting were approved as presented.

Arthur Talley reported that the TMDL was started in 1998 and has been adopted by the TCEQ and TSSWCB and they are awaiting the EPA’s approval. Mr. Talley stated that the EPA has not rejected a TMDL that has been submitted to date. Mr. Talley provided a power point presentation on the TMDL. Formation of point source and non-point source workgroups were discussed. Houseboat and OSSF implementation efforts were acknowledged as being ongoing.

Mike Tennant, representative of the Texas Department of State Health Services, provided a power point presentation concerning the fish advisory for Lake Ellison. Local residents’ concerns were raised. The concerns were discussed.

David Thomas, representative of HDR Engineering, gave an update on the sampling plans for 2006-2007 Clean Rivers Program and 2006 Coordinated Monitoring.

Walt Sears updated the committee concerning the USGS gauging station, additional nutrient monitoring planned as a special study within the Clean Rivers Program and possible changes to the flow regime from Lake O’ the Pines to benefit Caddo Lake.

Beverly Allen reported on the 319(h) Project. Mrs. Allen stated that the project has twelve collection sites in the basin and since the recent rains, she has been able to collect some actual samples. Mrs. Allen acknowledged that sampling would be ongoing for at least the next two years.

It was agreed that the next meeting would likely be held during the month of August 2006 but the exact day and time would be determined at a later date.

There was no additional public comments or input.
